GIE elect JM Leroy as their new president
The General Assembly of Gas Infrastructure Europe (GIE) held in Brussels on November 13, 2015 elected Jean-Marc Leroy its next GIE President. Jean-Marc Leroy has been a member of the GIE Board since 2005 and served as GSE President from 2008 to 2012. Jean-Marc Leroy succeeds Jean-Claude Depail who has served as GIE President since 2010.

GIIGNL releases new Retail LNG Handbook
On October 29, GIIGNL releases its new "Retail LNG Handbook" on the occasion of the Gastech 2015 conference. This handbook on Retail LNG and the role of LNG Import terminals reflects GIIGNL’s understanding of the Retail LNG market and best current practices. The GIIGNL Retail LNG Handbook will be introduced during Gastech's Technical Stream by Mr. Jonathan Lauck, member of the GIIGNL Technical Study Group and Director of Engineering at Engie.

Fluxys buys 25% stake in bunkering vessel
Fluxys signed an agreement with ENGIE, Mitsubishi and NYK Line to acquire 25% in the vessel that will be offering LNG bunkering services from its home port of Zeebrugge, Belgium. The liquefied natural gas bunkering vessel, with a capacity of 5,100 cubic metres LNG, is currently under construction in South Korea and delivery is planned for the second half of 2016.
LNG has a far better emission profile than traditional petroleum based sources and especially since sulphur emission regulations applicable in the North Sea Channel, North Sea and Baltic Sea have become more stringent since 1st January 2015, LNG as an alternative fuel for ships has been gaining in importance. According to a recent DNV-GL study the number of non-LNG carrier vessels running on LNG will reach 1,000 in 2020 or shortly thereafter.
The LNG bunkering vessel under construction will be chartered by the joint venture LNG bunkering company created by ENGIE, Mitsubishi and NYK Line for commercial operations. First bunkering contracts have already been agreed upon. Within the framework of the long term access rights ENGIE has at the Fluxys LNG terminal in Zeebrugge, the LNG bunkering vessel will load LNG at the terminal. The vessel will then deliver the LNG by means of ship-to-ship transfer to newly ordered ships by UECC (United European Car Carriers), a Norwegian automobile carrier, which is located in the inner harbour of Zeebrugge.

GIIGNL TSG releases new version of Custody Transfer Handbook
GIIGNL TSG (Technical Study Group) just released its fourth edition of its best-seller "GIIGNL LNG Custody Transfer Handbook".
This fourth edition addresses the latest commercial and technical developments of the industry. It must be seen as an extensive revision of the previous version including not only custody transfer from a large scale LNG ship to an onshore terminal (or vice versa), but also containing a lot more useful information with regard to ship-to-ship LNG transfer and custody transfer from an onshore terminal to small LNG carriers.

Dunkerque LNG launches market test for tanker truck loading
Expected to be commissioned by the end of 2015, Dunkerque LNG terminal launched a market test to collect the market interest in a new service for loading liquefied natural gas into tanker trucks. The interest shown by the market will enable Dunkerque LNG to adjust the design of the tanker truck loading bay to be built.
The market test will provide preparatory information in order to allow interested companies to express an interest in tanker trucks loading capacity (and associated services) by means of a non-biding request. Companies interested in participating in this solicitation are invited to download the Market Tests and to send Dunkerque LNG the required documentation in accordance with the participation process before October 31st, 2015.
